Base Dependence of Benford Random Variables

A random variable X that is base b Benford will not in general be c when c≠b. This paper builds on two of my earlier papers and an attempt to cast some light the issue dependence. Following introductory material, “Benford spectrum” a positive introduced known analytic results about spectra are summarized.
